The St. Kitts-Nevis (SKN) Assessment and Certification System is the essential quality assurance mechanism in TVET. It is the process of evaluating the TVET graduates and skilled workers to determine if they have the necessary competence to perform the tasks to the required standards as outlined by industry experts. A Competency-Based Education and Training (CBET) approach is used which incorporates the knowledge, skills and attitude into workforce preparation activities. These competencies are based on the requirements of the various occupations as outlined by experts from within the industry.   This mechanism provides evidence of whether compliance with the approved standards and competency requirements has been achieved for the NVQ or CVQ.

The flow of activities is transparent, measurable and observable and focuses on performance outcomes. The occupational competency assessment and certification framework is in keeping with the CANTA Assessment and Certification Model that is in use across CARICOM.

The SKN Model when appropriately used, guarantees quality throughout the entire system. It ensures greater relevance in the workplace and requires that the learning outcomes are measurable and observable. Assessment is made based on the judgment of competence. The model facilitates improved skills recognition; articulation and credit transfer within one national vocational qualifications framework.
